Former Ako Bicol Rep. Elizaldy “Zaldy” Co has released the first part of a “tell-all” video to the media, directly naming President Ferdinand “Bongbong” Marcos Jr. and former House Speaker Martin Romualdez as the key persons who allegedly instructed him to insert ₱100 billion into the 2025 national budget.

"Ginagamit ng administrasyon ang buong resources ng bansa para tumahimik ako. That he will shoot me if I will talk and gagamitin ako bilang panakip butas sa kanilang kampanya laban sa korapsyon,” he said.

Co further claimed that the directive was coordinated with Department of Budget and Management (DBM) Secretary Amenah Pangandaman and other Palace officials, asserting that the controversial allocation, a split between Department of Public Works and Highways (DPWH) projects and unprogrammed funds, originated from top-level instructions within the Office of the President.
